thanks for the clarification. however, what actually started that mess was and Etheopian backed tribal coalition which ousted the existing government. then when they elected an interim ruler, several factions refused to recognise him and started fighting among each other. Somalia currently has no government therefore it is an anarchy

Somalia is just a group of loose-knit terretories each controlled by a different warlord. I don't know how you define anarchy, but the dictionary has it to mean literally no organized government
