It's nothing to do with tameness. I can't explain exactly why its so funny, but this is one of my favourite Father Ted bit. It the subtly and timing and hyperbolic response or something. American comedies really don't understand subtly or skill, so they replace it with rudeness and OTT purile humour.

To be fair, a fair few of them do understand it. See Calvin & Hobbes, Seinfeld, early Simpsons (ONLY EARLY) and Bilko for details. In fact, current US comedy is superior to ours, tragically. I do think you've nailed the description of what makes this moment in Ted great though. Father Stone is still my fave, however. Bless Father Ted.
