This isn't a training film, obviously. It's a public service film, made to be shown in theaters before movies. Back in the 1930s and 1940s, feature films were always preceded by newsreels.
A phone company in any smaller city or town changing from manual service to dial service would obviously have put on an advertising campaign to acquaint people with the new service and how to use it, and this was the final portion of it.
