They are doing that here in Europe too. They are imposing an EU constitution on the citizens. Initially they held referendums but when it was rejected in the first two countries they decided to rebrand it and impose it on everyone anyway. They have a part in it where the (unelected) EU officials will have the 'right' to control information on the internet.
