@itsChrisLife I find it is easier to aim if you don't just pivot from your elbow. I use my whole arm, and its not uncommon for me to cut people. (Not that I do it all the time, just whenever people say 'Oh you can't cut me!') Oh I also recommend Bicycle Cards. They seem to work the best.

Seems to me that if you are going to post a video on how to throw a playing card that you would be consistent on which CORNER you hold the card when releasing it. In your video, you don't seem to know yourself so my quest for where to actually hold the card at continues.
