I think we can safely assume that this video is a hoax, because it takes quite a bit of amplification to a soprano's voice to get the glass to warp and break (shown on a TV program somewhere). It's also very hard to keep the same frequency, you have to be a true professional to do it.

It is an exact frequency, the resonant frequency of the glass.

It will be a LITTLE bit different for every glass, depending on the shape, thickness, and even the type of glass.

When the glass resonates at a random frequency, it will move at whatever force the air pushing it is able to. If you play an approximate 562 Hertz tone, it will push the glass easier and cause it to bend too far in one direction and break.

Think of it like pushing a swing. Too fast or too slow won't work.
