After being sent to deal with a protestor, who is using foul abusive language which is considered harassment and many other things in different states, the officers have to start to move up the scale. It starts at presance and moves forward until the people obey a lawful request. Footage is only released once the situation has gone too far. They never show how many times..

I have been pepper sprayed as a result of training, in my class was an ex-Army man who told me that cs wasn't anything to oc.
