Unless Silver Surfer can destroy a Galaxy within 20 minutes, then he has no chance in beating Kid Buu. He doesn't even stand a chance against Raditz, who can blow up the moon in one energy blast. Galactus is powerful, still he has rivals. It begs the question to why he must consume planets? Stars emit vastly more energy. On the scale of things there is nearly 4x10^ 69th power Joules of energy estimated to exist in the observable universe. Agamotto could probably defeat him as they feel responsible for the safety of other universes. Since he seemed aware of his former existence as Galan and even threatened him to leave being unafraid of him he'd give him a run for his money.

This implies they are equal in power Galactus can't hold a candle to Eternity. MAYBE Death. Hell, The Phoenix is a bigger threat than Galactus. She can destroy whole solar systems, not just planets.

In Marvel Comics, she is literally there during the creation of a new universe, and will ultimately consume all that is and the cycle repeats. Galactus is extremely powerful, and plays an important role in the cosmic balance, but I do not believe his power rivals that of the Phoenix Force. He was the sole survivor of the previous universe, but it was the Phoenix that saved him.

I blame one the inconsistency of comics sometimes but then again I have forgotten many things and I am not comic reader in general. The Phoenix most people probably think about is the host.

However, he said he was not going to because without the PF, he'd starve, because all stars and life would die.

Certain boards have even said that since he is able to feed off psionic energy, he could potentially feed off of the PF, but that's beyond the point.

@NANOFORGE I believe the 2nd strongest is the Beyonder. He's even gotten more powerful than the Living Tribunal but still not a god like TOAA.
But Galactus power is usually the bar which is set in the Marvel universe. It is a pretty high bar, mind you. But there are a few that have defeated or have fought him to a stand still with their abilities alone even when he wasn't hungry. Not counting The F4 either.

However during the trial Galactus himself showed up and showed everyone something they instantly forgot, stating that Galactus is essential for the future/
