Since national security & terrorism are linked, Ridge felt it was a mistake to exclude DHS from NSC meetings.
By the way, presidential approval ratings & terror alerts are both tied to outside events, so obviously fluctuate somewhat together.

beeshor1, I disagree. I met Gov. Ridge a few years back - he struck me as a total Eagle Scout patriot, the genuine article, unlike Cheney's chicken hawks. He should have been president instead of Shrub, we would have all been better off. Of course he's doing a CYA job, but in 2004, the Washington scene was toxic to anyone who spoke truth. It was a bad time for America.
