Police, from what I've seen, have a surprising amount of sucess keeping pace with cars that should, if you go by performance statistics, get away from them easily. I think it comes down to the fleeing driver being slowed down by road design (anywhere but on those seemingly endless straight highways, and you have to constantly slow down to take corners and the like) and by other traffic (indeed, sometimes truck drivers in radio contact with the cops even box criminals in for them).
