If you mean why Gutsman is a good guy, it's because the MM1 robot masters were made by Doctor Light, and after Rock beat them, Dr. Light repaired them and programmed them backed to normal, so in this game the MM1 robot masters are Rock's brothers/friends.

The only thing I kinda don't like is that there is no background sound when fighting the enemies... too bad Capcom didn't make some kind of fighting music, considering how good they are at that.

And the game over scene is really sad, it also shows how much Dr. Light cares for his robots, and how much Rock loves his sister.
