It says nothing about outlawing private insurance. However, they can't enrol people into the old plan, but they have to enter a new plan with current government standards.
Sec.123 is not about deciding treatments on individuals. It is an advisory committe made up of doctors, providers, insurance companies. Its only power is to recommend improvements to the minimum standards set by the bill. It has no real power other than that.

I'm certainly no defender of Obama (I didn't vote for him), but he paints the "flag" issue as simply the White House's attempt to be responsive to the public when they are confused, want answers, etc. Sort of like the consumer 800# number on most any product--they're looking to clear up questions, give information, etc. when someone expresses concerns. At least, that's how BHO is selling it. Not sure I buy it, but the explanation is within bounds of reason. I'll give him a pass on it.
