You people need to travel more. Thats a common thing in Asia. Its a Buttwasher. People in Asia can just wipe their ass with a TP, it not clean enough for them so they have to wash it.

In most Asian countries like Indonesia and Malaysia , people don't really use toilet paper to clean up. They use water and soap to clean up.
