the basic horn is very nice, better than a normal car horn, maybe here in italy can be even installed without problem because police car have the siren and the standard car horn

No it's not. The sirens you are thinking of are the Federal PA15 / PA20 models and the early Federal PA15A / PA20A models with the low-pitched tones. Those sirens were made in the 1960s.
