As I've understood it the cop is supposed to show the ignorance of the state about drugs, saying that taking e will take "ice cream scoops" of his brain until there is nothing left. I really havnt read enough to argue against you, but even if the brain would stop developing at 13, from my perspective your judgement isnt completely "clear" at that time in your life.

but jusdment is developed with experience, for example a street wise kid of 12 would have better judgement of danger and what to do/not to do in street life than a naive 50 year old who have always been in safe places.

That is the stupidest interpretation of ecstacy I have ever seen in my life. I talked to my parents on pills plenty of times when I was younger and it is extremely easy to keep it together. The fact that a show about drugs doesn't depict what they are really like is silly, even when theyre all smoking weed and eating heaps of munchies and zoning out, what are they, 13 year old girls? pfft.
