Why isn't this guy playing QB in the NFL? There are some teams that could use him he has arm strength and speed what more do you need, Browns need a QB, Bears, and a few other teams.

He had some law troubles, he was playing WR for cincinatti (One of the worst teams to go to as a wideout, that's the only place they have depth at) but he ran a 4.26 at combine.

Reggie is learning the Canadian game at receiver right now but, after seeing these highlights, I have little doubt that he can be a successful CFL QB as he has the skillset and the ability to ad lib that you need in the Canadian game.

He may not be the next Kordell Stewart in Cincinnati, but maybe up in the CFL with the Toronto Argonauts. Though they signed him as a QB, McNeal ended up playing his very first CFL game as an emergency Wide Receiver (due to injuries to the Argonauts' receiving corps) and ended up with a game high 101 receiving yards!
