Well not all Green Lanterns are black. They are different species since they are galactic police officers. The Green Lantern you are referring to is stationed at another planet than or is in Oa (Green Lantern Base). This Green Lantern is stationed in Earth and is the first Human Green Lantern, later he'll be replaced with the Green Lantern you know.

@LunarkIncorporated Actually, i checked on google. THis Green Lantern, Hal Jordan, is the 2nd Green Lantern of Earth(the first is someone else). Then, another Green Lantern of Earth, John Stewart (no, not from the daily show) joins the Green Lantern Corps. Those two then join the Justice League. Trust me, i check. Go check for yourself.
