I highly doubt "wealth creation and entrepreneurship" is on the top of the list for the Development goals of the UN for the poorest nations. Heavy regulations and lack of property rights are big reasons why these people can't make it economically. The claim that they're "on the wrong land with too few resources" doesn't fly. Japan has relatively few major resources and has to import A LOT of stuff, but it's a world power. The same goes for many others like the Asian Tigers.
