Yes, Robby (Blue Leader) is a member of WHAM CITY, although he seems to mostly do his own thing. And his own thing is generally better than most the other performances that come out of WHAM CITY, in my opinion. I like Dan Deacon too, but acts like Ed Schrader's stand-up are something I would leave rather than take. Robby's live performances (speeches and such) are awesome.
