A lot of the new generation talks like this in London (I can only speak for London since I am from there). I was one of them when I was younger and it is definately from the west indies. I think with migration and the increase of popularity of UK garage in the late 90s - early 00s (which has large influences from Jungle music), it influenced the way young people spoke then and has now evolved where you still here the twang in todays speech of young people.
