It's funny because in the clip they used on the show, Michael's face is extremely, oddly red. It must have been because he was trying to keep from laughing (or had been laughing). Still one of the funniest clips from the show.

@KidASquared Yes. Toby (Paul Leiberstein) is also a writer, director, and producer of the show. It's only normal for him to be in the room as they are doing talking heads, especially if he had something to do with the episode.
