No the silver skulls aren't always on. They are just optional. If you watch some of the gameplay vids that show the loby, there is a spot that will say "0 secondary skulls" or something like that, that is where you turn the silver skulls on or off.

i doubt it. ive seen others gameplay vids where it wasnt on. plus that would be weak if it was always on. i bet you have the option to turn it on cause the silver skulls didnt really change the gameplay that much.

but then again, this is just speculation.

Its not all the french that have ODST. It was one store that had a mix up and release the game early. There probably not selling any more copies until the official date of release.

Not sure about the difficulty, but the confetti coming out of the grunts head is a skull, the skull is in Halo 3. It is fun to turn on.
