I say it was to keep down the new powers like Germany in Europe and Japan in Asia.

Well its because France and Britain simply got tired of Germany breaking the treaty. Germany's annexations were fairly resonable up until the invasion of poland. Then of course the United States and Russia were attacked and had no motives but self defense and they were the ones who really won WWII
