for example u want to get a new windows cause ur old one doesn't work to boot up then if u can't start ur pc then how r u going to install ur new windows? well if u have a boot cd you can install ur new windows without even starting ur pc xD hope my information helped, what i meant with starting ur pc is like starting so that the desktop shows, there is some problems wich u can start ur pc but not get to the desktop that is what i meant by "can't start ur pc" reply if u still dnt understand ;P

boot cd is ANY cd which ur Motherboard can recognize and can run from that cd instead of loading ur windows....the cd boots even before the loading screen of ur windows appears

mostly such CD's are used for making BOOT-able Windows Cd
