O. Sagat is considered "Soft-banned" in Japan. It's not against the rules to use him, but he is considered a character that makes the game worse, and the Super Turbo community there frowns on the use of him.
I put that comment because I thought this was friendlys, like casuals and he would use O.Sagat. But I agree with what Japan did about O.Sagat and Akuma
