You guys are forgetting this movie came out in 1985- 4 years AFTER Bill Haley died. And this is definitely his voice. And this isn't digitally remastered, either- I don't believe you could digitally remaster something in 1985.

Wikipedia says this is an alternate version by Bill Haley and His Comets, so I'm inclined to believe that.
