"TAS" stands for (T)ool (A)ssisted (S)peedrun. He/she plays at slow speeds as mentioned by caxol, but also uses 'savestates' (instant rewinds, essentially) and has the ability to play at a frame-by-frame speed to perform sometimes ludicrous feats. It's not cheating in the conventional sense, and he/she clearly labels his/her video as tool-assisted.
@Kriole Are ther later (and superior) SNES emulators? Also, I think you should buy a turbo Xbox 360 controller form Gamestop and a keyboard attachment for the controller, that way you can hook it up to your computer and make each TAS easier.
Next WIP will be soon, my last savestate is me waiting for Kraid to emerge. I'm considering starting frame-advance in Fusion, since it gave such a good result in this game.
Frame-by-frame is a tool on the emulator that allows you to pause the game, but still play it by skipping to the next frame by pressing a button. A frame is about 1/60 of a second.
um wtf I thought the other guy was good at it, but your just insane at this thing.
