A little insight from a local: There is an Animal Protection Law that is modelled after other European countries' laws. However, that is just a paper document and if there are no set processes to apply and monitor what's wirtten on the paper, it is useless in real life. There was a large campaign by animal activists last year for the incrimination of animal cruelty (to be added to the penal code). Currently the highest possible penalty is a mere $250.

@Evangelion271 true but then when you have such little money then these people should be buying or having pets to look after knowing the they can not feed them or take them to the vets to have them done so they can not have dogs or kittens as it was the second year i was there twice we had baby kittens dumped near our house so we had to take them in

As an animal lover and rescuer I am sickened to see how the people of Bulgaria treat animals. It's NOT up to the government to make a change, it's up to the people of Bulgaria to STOP THE CRUELTY they themselves are inflicting on these poor innocent defenseless souls. Thank you so much to show that to the world. Yes, is hard to watch and know it that still exist country in Europe without law for animal cruelty.

Same on that Bulgarian Goverment, who alllow all that to hapend, our kids to see it, and treat the animals as objects.
