This animal's behavior does not resemble twiddling fingers. It resembles a human that has emotional issues and obsessively rocks back and forth. It resembles the pacing behavior that captive animals exhibit.
@muttcentral it is ignorant to assume that because she is watching this animals behavior it's because she is painfully bored and mistreated. Coming from someone with hands-on zoo experience, working with elephants, this animals behavior is no different than a human who twiddles their fingers when not busy. We have an elephant that does the same thing that this elephant is doing out of amusement. We give him mass amounts of enrichment everyday, but he will still sometimes spend 20 mins swaying.
I'm happy to report that the Dallas Zoo has opened a new section called the Savannah in the Wilds of Africa section. The elephants have a much larger and more natural habitat and look so much happier.
Jenny needs to go to the Elephant Sanctuary because she is alone and in very small quarters for an elephant. Attention, toys and treats do NOT make up for this. She needs to roam and have the company of her own kind.

This has to be one of the worst cases of elephants suffering in zoos. Zoos must
turn themselves into sanctuaries for all the animals. Normally elephants do not
sway continually like that. Anyway an elephant's life is not to be kept prisoner on a
small plot of land. she needs to be with her own kind.
