I remember this guy. He's the one who kept me wondering when the heck I'm going to get rid of for the sake of the wasteland and for all eternity. I hated him but I have to admit, his theme is beast! I always figured he'd play something similar to Flak or Jugger, just because it's the first antagonist you encounter, with a similar theme of 'not giving two shits'.

If I could create one, I'd say his Boost would be something like increasing the bonuses from Ranking Up (as a notion towards his appetite for battle).

Then again, though, his omission is probably just because a lot of the major categories for standard play were taken; a shame.

If I recall correctly, they also played this for Davis' units in that one mission instead of the neutral party theme from when there is no CO

His CO Power would probably boost attack and movement so he can raid and pillage the countryside. +50% attack power and +2 speed for all offensive units.

the music for his arc does a good job of setting the tone, especially for the story background.

Also, his arc was probably the most coherent of the entire story. (bandits rob people of food in post-apocalyptic world is expected).
