I got the and many other game soundtracks as a GSF (Gameboy Advance Sound Format) from Zophar's Domain, which hosts emulation stuff except commercial ROMs.
Then I simply used Winamp to convert GSF -> MP3 and set a still image while creating the video with Windows Media Player. I advise you to get the soundtrack as GSF as well if you want higher quality. There's own utitlities and even a Winamp plugins for this.
For some people it is like in the mathematics course, if you initially have no plan. Why use an easy way, if you know a complex formula you know, but never thought of another way first?
And as for quality, I was not too deep into quality here yet. But as a lot of game music is on Zophar's Domain (seems to be tolerated by the copyright owners, albeit these are no MP3s) in a higher quality and you probably can get those a lot easier then converting a video, I just left it that.
Only japan yes. But thanks to ebay I got this game since a couple of months now. He is really cool. I think it's my favorite F-Zero Non-3D game. The course editor is a cool thing. :)
I like this and GP legends this because is very good rock, but GP is pure POWER!!! like the two versions =D
