Some dwemer ruins can have the falmer in them, but you'll be splunking for a while.. QUickest location off hand: Dawnstar (east a bit) at the lighthouse, investigate it up for some quest, then go down into the ice caverns. Falmer. :P

@StylesEste actually it's only one set of armor in the game but you can find the helm and shield everywhere
