TKD, The NEW World Order he derides in the song is the one which Bush the elder proclaimed to when he spoke of America martially dominating the world .. and the money that is spent on the the military, for example, while the people like Tom Joad suffer the hardship of Economic relativism.

The so called new world order is one where the working classes are impoverished and disenfranchised. Of course Springsteen would take this position. He has a deep and profound compassion for ordinary America
