I don't know about all the voice acting(though I agree, like 90% of it was bad) but it seems to be the ADR director's fault for a lot of it(where he allowed most of the voicing to ride on tones and accent, and didn't push the actors to actually act). Sonny Strait mentioned in an iterview once where he saw that problem alot in the industry, which you can see still today(mostly in overbudgeted video games that don't know how to cast or hire a good director.)
