It's not that the world was unable to help the Tutsis in 1994 -they didn't want to, or rather, there was no incentive to help. On the contrary, the French government actually sent their special forces to help the Hutus escape when the Tutsi rebels invaded after the genocide. Not to mention that member nations of the UN have a legal obligation to act when genocide is taking place- look up Raphael Lemkin's work and the Genocide Convention. The Tutsi rebel army or RPF, did not support a robust UN force because they saw the UN as propping up a Hutu regime that was committing the genocide, probably because D.C. bureaucrats were telling Kagame to negotiate with the extremists.

The Tutsis in Burundi had been in power of 400 years and enacted repression campaigns against the Hutus excluding them from the military and government office. Thus an insurgency occured. After they killed all the rebels in '72 they rounded up every educated Hutu in the country and executed them. It was the same.

@salvadory The Hutu's started a rebellion with minimal civilian targeting in comparison, about 2000. It's main goal wasn't genocidal but to overthrow Micombero. The Tutsi army and the JRR did seek out kids and anyone else in their way, but their main target was the educated. The only reason the Tutsi didn't commit genocide in Rwanda was because they were 14% of the population, and not in power like in Burundi, compared to the Hutu's 84%. Both commit genocide equally.

@salvadory False. When the Tutsi army moved into Bujumbura during their "clean up" operations, they targeted Hutu civilians indiscriminately. They also killed thousands of protestant ministers and about a dozen priests. And the only reason the Tutsi in Burundi didn't try to wipe out all Hutu was it was impractical to kill off 84% of the population.

you studied rwanda? and didn't come across some info on how rwanda was a german colony before belgium took it over for war reperations? it was the germans that divided them into hutu and tutsi, the divisions were already there when the belgians came and took over.

It is my belief that Africa is in a different stage of development than the rest of the world. Countries like the U.S. have had over 200 years to practice democracy and get over racial differences. The US after the Korean War saw the Vietnam War as a war of expansionism rather than a war of self-determination. What tragic in Rwanda is that a military intervention from the West could have prevented the genocide. Then the racial tension would have to be resolved in other more constructive and peaceful way.

The UN did not have to "get out of the country" as someone put it. It was a choice and a choice that runs counter to the Genocide Convention that was ratified in 1951. Again, people are leaving posts here without doing their research. The UN gets troops from countries and there was capacity but not a willingness to intervene. Bill Clinton said the U.S. could and should have sent American troops and he thinks this would have saved half of the people who were slaughtered.

Tutsis were given favored treatment and in 1933 ethnic identity cards were issued making it impossible for Hutu to be Tutsi. When Rwanda becomes independent in 1961 the Hutus with 85% of the population don't want to get rid of the ethnic identity cards because it proves they are the majority and should have power. This is when attacks on Tutsis begin. So thank you, white people for using invalid race science to create ethnic divisions where none had existed. By the way, I am a Republican

Same for practically ALL African tribes from the Pygmies to the Bantu's etc. There would never have been a 1994 genocide if General Kagame and his extremist Tutsi forces had not but killed Hutu civilians between October 1, 1990 all the way to April 1994. If he had an issue with the way the country was being governed before 1990, he could have used other means but instead chose war.

The difference between Hutu and Tutsi was based on social class not ethnicity and was the division was permeable. No ethnographer would classify them as distinct groups. Belgians created the division between Hutu and Tutsi because of their belief in race science and that the sharper featured people in Africa were descendants of a long lost white tribe and were therefore superior.

Yes, black Africans were killing black Africans, but did you know that prior to colonization Hutus and Tutsis lived in harmony. Early missionaries are quoted as saying that they formed "of but one people" and that you would never find that type of cohesion in Europe.

On the contrary, the French government actually sent their special forces to help the Hutus escape when the Tutsi rebels invaded after the genocide. Not to mention that member nations of the UN have a legal obligation to act when genocide is taking place- look up Raphael Lemkin's work and the Genocide Convention. The Tutsi rebel army or RPF, did not support a robust UN force because they saw the UN as propping up a Hutu regime that was committing the genocide, probably because D.C. bureaucrats were telling Kagame to negotiate with the extremists.

The Tutsis in Burundi had been in power of 400 years and enacted repression campaigns against the Hutus excluding them from the military and government office. Thus an insurgency occured. After they killed all the rebels in '72 they rounded up every educated Hutu in the country and executed them. It was the same.

@salvadory The Hutu's started a rebellion with minimal civilian targeting in comparison, about 2000. It's main goal wasn't genocidal but to overthrow Micombero. The Tutsi army and the JRR did seek out kids and anyone else in their way, but their main target was the educated. The only reason the Tutsi didn't commit genocide in Rwanda was because they were 14% of the population, and not in power like in Burundi, compared to the Hutu's 84%. Both commit genocide equally.

They also killed thousands of protestant ministers and about a dozen priests. And the only reason the Tutsi in Burundi didn't try to wipe out all Hutu was it was impractical to kill off 84% of the population.

Killing off all the Hutu laborers would be impossible without also completely destroying the country. The next best thing is to use genocide for terroristic reasons. "Good and Evil" are only human ideas. They have absolutely nothing to do with reality. In thier natural state, humans are selfish and brutal.
I could be wrong, but I struggle to believe that there's any hope for humans unless we can evolve. And because of our activities we may not have time to do that.

it has nothing to do with race and everything to do with power and control. tribes in that region have battled and killed each other for tens of thousands of years. dont think that western countries can stop what only comes natural for african tribes to solve power struggles. it sounds cold but this is the way it may have to be for times to come.

That is also true. Control and power is the key to all war. Europe is not immune. Remember that much of eastern Europe is waring right now. Look at Russias actions in Georgia today.Rwanda was ingnored by Clinton not because he does'nt care about human life, but because it was not a U.S. interest. I have to disagree. I have studied Rwanda Tutsi and Hutu were made when the Belgian colonized Rwanda. So it is my interpretation that the west looked at it like just another African country were the blacks are killing each other and didn't give a shit

Its a shame that we didn't do anything I think that the USA has a fundamental obligation to make sure atrocities like this never happen (whether military or economic sanctions). We allowed it to happen in Cambodia, Bosnia, Rwanda , and currently in Darfur and Iran. Where people in Darfur are killed raped and displaced because of their ethnicity,Iran where religious minorities (particularly members of the Bahai faith) are denied their basic human rights. you studied rwanda? and didn't come across some info on how rwanda was a german colony before belgium took it over for war reperations? it was the germans that divided them into hutu and tutsi, the divisions were already there when the belgians came and took over.

I did but i didnt mention it beacuse In my opinion it was the Gearmans who divided Rwanda into the two ethnic groups (Tutsi, Hutu. But it was the Belgian who really depended on Tutsi rule to collect taxes enforce Belgian policies. Hence Divide and conquer!

It seems the fundamental requirements are law (rules and regulations concerning unacceptable behavior), law enforcement (military, interstate, state, and local.) It also seems to require the punishments for breaking those laws must outweigh the motives for breaking the laws. Did you know that Albert Einstein felt this topic was far more important than science? He was very concerned about us, during the latter half of his life.

1. I have spoken with people from Africa. African tribes have been at war with other African tribes possibly for centuries. They will need to stop actions of war within themselves first. 2. From reading the comments, the consensus seems to be that this is all the fault of Whites. The Tutsis and Hutus, i.e the Blacks, bear no responsibility for their behavior. So, do most of you then believe that Blacks are a child race, who will never be adults, and are in need of permanent custodial care?

You see, its not a matter of whose fault it was, look at our history and how we went to save Europe in WWII or the war in the balkins with the Serbs. The whole point of it is Genocide and we let it continue. Its not our fault that it happened but we could've helped prevent further murdering of families out there.

It is my belief that Africa is in a different stage of development than the rest of the world. Countries like the U.S. have had over 200 years to practice democracy and get over racial differences. Africans still see differences between each other along tribal lines. Even though Africans need to unite, there really was no excuse for America and the rest of the world to not get involved. I mean seriously, Machetes vs. AR15 assault rifles. This could have easily been stopped.
