actually (ethicomm).. in some states it is against the law to have a dog in your lap while you drive - it's the same thing as a cell phone or food (in some states)... but all in all - it was kinda cute! But I agree with ya.. not safe.
Wow, imagine if a child rode a bike into the driver's path but the driver couldn't turn the wheel properly because the dog was in the way. Funny thing is that it's probably not against the law to have dogs in your lap while you drive!
