The people with the paper were not allowed to divluge the critieria. While it is important to know the criteria, the point was that often when you are stratagizing about how to build collaboration you don't know what criteria is being used to determine who other agencies will work with. The exercise shows the importance of being willing to put your self out, think broadly about developing ystrategy, and to not give up easily when seeking to collaborate with an important potential partner.

It looks interesting BUT it's not clear whether people were allowed to ask what the criteria were. Could they have asked what the decision making criteria were? That would make a lot of difference here I think. You can't strategize unless you have information.
