From Arizona. Witnessed same type phenomenon for many nights many motnhs in a row in southern pinal County. The next year were the "Phoenix Lights" that also appearred somewhat similar. In 1996 we thought it was the military with advanced flares b/c there were an inordinate amount of US jets flying around that way (Toward Yuman Proving ground) than normal.... many moe jets over those months with fly bys.
