garra doesn't suck, and he could do more than just block. you would know this if you were smart enough to actually watch his fight with deidera. byakuya couldn't really do anything to garra in his absolute defense anyways, garra would easily beat byakuya (that is if he can see him lol). i like byakuya a lot more than garra though...
