One thing I've found more useful than the tissue are cosmetic wedges which are available at any dollar store and usually have 28 in a pack and are washable. They're also great for applying foundation, concealer and eye shadow. I admit I use 2 different types of eyeliner and use one as an eye shadow and on the inside of my bottom lid. For some the soft tip eyeliner pencils you need to sharpen is better as a shadow after you use oil reducing press poweder on your lids then use a wedge to blend.

For me eyeliner as a shadow stays on better and longer than normal eye shadows I've tried. The second eyeliner is the self sharpening one like you have which I use for detail and smaller lines than the other. Also if you do wear glasses sometimes it's not a good idea to wear masscara and with mine mostly cause they're too long even with an eyelash curler : /
