@Fronika are you talking to the Jarl, Elisif the Fair? She won't give you the key, one of the servants/maids will. If you tried talking with one of the maids and she still won't give you the key. You might have to go to Wolfskull Cave. When I was getting the key I was just talking with one of the maids :P
