I was born and live in Richmond and every person over the age of 60 who's lived in VA their whole life talks like this. If you listen closely I think every Virginian has a bit of this left in them. @dvsthientai I saw Firginia too:)
I was born in Richmond (MCV Hospital) in 1963. My Grandparents raised me in Goochland County (Crozier). My grandparents had this accent. I hate to see the accent die.
Sounds just like my VA grandparents. Love it.

My aunt Mary Well sounded very much like this, not as strong. Born in Hampton, VA. You I was born in Hampton too, I always said Firginia!

My Great Aunt sounds just like your Grandma she was born and raised in Northern Virginia though.
