Now most of the fighting is done by locals with less training and less equipment, and that were probably farmers before fighting.

Both sides used bribes/coups/military action to achieve their objectives of control and influence in the past. We cannot deny that. That's how the world works. If the Iraqis truely had thier way they would have nationalized thier oil industry, but nobody not the US or Russia included for that matter was about to have that. @Ionthegreat1 FAIL. The Soviets were in war in AFGHANISTAN, not Iraq. Besides, the Mujahideen had the US behind them. Now they don't. Back in the 80's the Mujahideen had pretty good training and were ruthless.
Now most of the fighting is done by locals with less training and less equipment, and that were probably farmers before fighting.
