Because it's an unstable rock face. A large explosion would further destabilize the face.
Its flaky granite-- you'd have to set a nuke loose to ever get enough off that face so that all the flaky outer bits went away. And then you'd probably cause even more cracks.... etc etc
An explosion on the face might cause a catastrophic failure and a full on avalanche. An artillery shell would open up fractures and might bring a huge sheet of rock down and totally obliterate the road below, leading to very costly repairs.

The mysterious blue lights over Northern Norway were actually caused from a dust clown reflecting lights from this helicopter smashing rocks with rocks to watch them fall for amusement.
So if you were to visit Norway, and you were happily driving along that road, your vacation wouldn't be ruined by a 100 ton wave-of-rock landing on your car.
To prevent the rocks from falling on to the road below while people are driving. Obviously the rock was unstable and was going to fall at some point. This controlled situation allows this to happen safely while the road is blocked off.
Musta been cheaper than a missile... though they could've maybe gotten some derelict barge or something, loaded it with TNT, and detonated it at the base of the rocks, that might've had a similar effect (more spectacular as well as saving choppa fuel)...
@DarthContinent I have a feeling that explosives would risk loosening up even more rocks, and making it more dangerous. Short of leveling the whole cliff, this is probably the best option.
