If yoou have seen all the Stages you know that the artwork and CG has improved alot. The first Stage is from '98 if I can recall me right. Fourth Stage did run from '04 till '06. And they just can't replace all cars in an instant. Remember the anime is based on the manga series which started in '95. So giving them all cars from '06 - '07 would ruin the whole series.
