It's a problem with the motherboard recognising that the CPU is there. I have two of these machines and the solution is simple and works for me every time. Close the case up and PRESS DOWN on where the CPU fan is as you turn the computer on and it should work fine. It's a pain in the arse having to do it, but you'll have a working machine.
Temperature sensor under CPU is going bad.. It read a high temperature of the CPU and prevent booting of the computer. To check this you need to take the computer box in cold refrigerator or in the winter outside for 1 hour. Than take in side and connect everything to the computer box and power it on. If it will power on no problem than that is a thermistor on board is bad.

Guessing either a problem with the contacts (listed below) or that the CPU just died from heat exhaustion. I like the layout, though I've replaced more Caps on these than any other brand or model.

I think that, in my case, the problem is that some of the pins on the socket are not in contact with the cpu if it's not pressed. Avoid this model and build a custom rig if possible. It's not worth the trouble.

I am thinking of buying a nVidia GeForce 9400GT Pci-E Video Graphics Card for it as well. I'm more than likely going to be using the PC as a platform for my Flight simultaor setup that I want to put together.
I got exact same computer and specs besides i got a 8400gs not a 9400gt, but it sould run fine, unless its a seriously demanding game like gta4 i barely got it to run and it was on all minimum with occasional lag but imd dmc4 it full all max on 30fps
The PC is alright. You can play old games to modern games. I have a Dell Optiplex GX280 SFF. Kind of the same specs as you mentioned but I have one gig of ram and a 80gb hard drive. I can play Doom 3, Halo 2, GTA San Andreas with it. But the only thing that will get you from getting a new video card is your Power Supply. If you buy the Mini tower GX280 you are good with a 305W PSU. And my video card is a ATI Radeon x300, with 128mb. Remember that this PC series was made in 2005.
have you checked to see if there is a chasis intrusion switch? try taping that down, and looking for a cmos reset jumper or take out the cmos battery for a few seconds try around 20 seconds to be safe
I had that prob, the other day. It was the pin's for the socket 775 board. They were jacked up on the bottom of the board, nothing could fix it. Board is screwed when it happens. Check it out without ram if it beeps, then the boards bad. If it does'nt beep then its bad!!!

Well, the pc still works after 2 weeks, and then I thought it was fucked. Even added some extra ram in the meantime. I think that, in my case, the problem is that some of the pins on the socket are not in contact with the cpu if it's not pressed. Avoid this model and build a custom rig if possible. It's not worth the trouble.

@suckuranus Your CPU Socket needs to be reflowed. Overheating has caused solder no longer make contact on some pins.
