pretending OSU won the pac ten, being entitiled to the rose bowl and USC got an at large and Penn St won the big ten with the buckeyes in second getting an at large, potentially could the BCS arrange the games so OSU plays the buckeyes in the Rose even if they did not win the Big ten. Yes. That is entirely possible. The Rose Bowl would probably try to get the OrSU/OSU game because they are both traditional rose bowl teams whereas they'd try to push USC/PSU into the fiesta bowl since PSU has a long tradition of playing in the fiesta bowl. The Rose Bowl committe was adamant in saying they wanted PSU/OrSU in the rose bowl because they knew the TV networks were gonna come at them with an offer for the scenario you just posted. They were gonna use "tradition" as leverage.
