Any differences in intelligence can be attributed to the enviornment that the person is reared. In my community, the city schools does a fantastic job at the lower level, but in the high school we have to have a metal detector to gain entrance, and there are several police on duty at each ball game. The county schools don't have any metal detectors and just 1 off-duty deputy that gets paid to watch the game for free and socialize with his friends at the game.

Any differences in intelligence can be attributed to the enviornment that the person is reared. In my community, the city schools does a fantastic job at the lower level, but in the high school we have to have a metal detector to gain entrance, and there are several police on duty at each ball game. The county schools don't have any metal detectors and just 1 off-duty deputy that gets paid to watch the game for free and socialize with his friends at the game.

It is unfortunately true that the statistical distribution of intelligence of various races IS different. Intelligence has a Normal (Gaussian) distribution. Each group has a mean and standard deviation.
Having said that, these curves obviously overlap. A member of the group with lower mean can have an IQ higher than 99% of the group with the higher mean. The converse is also true.

the incarceration rate is the biproduct of a culture of poverty, not an inherent biological inclination to crime. It's not political correctness to realise that racial differences, in terms of biology, is negligible. That's just good science. In what world do you live in that blacks somehow lack the paternal instinct? How do you not disconnect from the most basic, common sense application of reason.
Other minorities beat blacks because of centuries without education. Simple

@DominoGray No justification can be made for something like rape. Poverty might explain theft and burglary, but it does not explain rape and murder. No one rapes and murders to put food on his table nor does anyone argue against the fact that genetic differences are negligible, but rather what impact those differences have. Some people think those differences are important and some people don't.

@controversyking I agree with you, there is still an African American issue in the United States, the civil rights movement didn't solve all the problems. The Black oppression days and slavery are still in the minds, the feeling of victimization (justified or not) is a problem as well. These problems can cloud the judgement of a rational black man, (c.f. the frustrated attitude of the black guy in this video).
I suggest you watch The Boondocks. satirical comic show about the afro issue
