There is a huge reason as to why the U.S. never really developed mobile ICBMs: They are incredibly vulnerable to enemy sabotage/attack. Think about a predator airstrike on one of those Topol launchers. Launcher goes boom so does nuke and basically you just forced a hydrogen bomb to go off. The U.S. knows where the garages are where these mobile ICBMs are. The U.S. on the other hand relies more on its ICBMs deep underground and SLBMs which are much more secure from attack/sabotage.
