I agree with you about that time. I believe sometime after Mario Kart Wii came out, Nintendo started deleting these "hacked" times. However, I believe Nintendo should ban those players from playing online and uploading their times to the rankings, because that wasn't enough. Those who hacked can easily get those times back (with varying time results).
